§ 9-3. Same—Powers and duties.

It shall be the duty of the city emergency management organization, and it is hereby empowered:
(1)

To develop a municipal emergency management operational survival plan. This plan shall provide for the effective mobilization of all resources of the municipality, both private and public.

(2)

To prepare and recommend for consideration of the city council ordinances necessary to implement the emergency management operational survival plan.

(3)

To consider and recommend to the city council for approval, all mutual aid plans and agreements.

(4)

Other (as may be determined from time to time).
